William “Billy” Delfs is an associate attorney at Gardner Law, where he draws on more than two decades of technical and regulatory experience in the medical device, in vitro diagnostics, and life sciences industries to counsel clients on FDA regulatory, quality, and compliance matters. His experience also includes PMA, CE-mark, EU MDR, and EU IVDR applications. Before joining the firm, Billy held roles in compliance, quality and production engineering, post-market surveillance, pre-clinical research, facility construction and use, project management, and new product introduction at some of the industry’s leading companies, including Abbott, Boston Scientific, GE, Medtronic, and Dow Chemical.
He globally supported complex quality system and compliance programs across multiple business units. Billy brings first-hand insight into the practical realities of FDA-regulated operations and understands how engineering decisions intersect with regulatory requirements. His legal interests include FDA law, quality system compliance, intellectual property, and product development strategy.
Billy earned his J.D. from Mitchell Hamline School of Law, with a focus on intellectual property and patent law, holds a Bachelor of Science of Chemical Engineering degree from the University of Minnesota, and a Bachelor of Arts degree from Augustana University. Billy is a Registered Patent Attorney (Registration Number 68206), certified ISO 13485 Quality System auditor, and Project Management Professional (PMP). Billy is also fluent in Spanish.
