Vivian advises FDA-regulated companies on healthcare compliance, enforcement risk, government investigations, regulatory matters, and complex disputes across the product life cycle. She brings prior experience as an Assistant Attorney General, giving clients insight into how regulators and enforcement agencies evaluate risk, conduct investigations, coordinate across agencies, and pursue enforcement strategies.

Vivian’s background is particularly valuable for companies facing issues that sit at the intersection of compliance, enforcement, reimbursement, and litigation. Her experience includes healthcare fraud litigation, whistleblower matters, administrative proceedings, Medicaid and government program enforcement, licensing and sanctions disputes, reimbursement issues, FDA-related enforcement matters, and regulatory enforcement actions involving pharmaceutical companies, manufacturers, hospitals, medical providers, drug companies, and medical device companies. She is also Certified in Healthcare Compliance (CHC), bringing an additional practical perspective on how enforcement risk should inform compliance strategy and program design.
