Expanding Legal and Regulatory Expertise

Billy joins Gardner Law with more than 20 years of experience in the medical device, in vitro diagnostics, and life sciences sectors. In addition to his regulatory expertise, Billy has deep experience in quality systems, supporting companies through FDA audits and inspections, preparing responses to 483 observations, managing recalls, and crafting strategies to mitigate enforcement actions. He has guided companies through complex FDA submissions, CE-mark approvals, and EU MDR/IVDR compliance. His background in engineering and regulatory affairs allows him to bridge technical detail with legal strategy—an invaluable asset for clients facing high-stakes regulatory and quality challenges.
